In May 2016, Deniliquin Shire Council and Conargo Shire Council amalgamated to establish Edward River Council. In the wake of this significant structural change, Council recognised a need to review and consolidate the multiple existing asset management registers and data sets, implement clear asset management structures and lift core asset management capability.    

On behalf of Council, Peak reviewed the existing asset management registers/data, prepared and uploaded asset load sheets, developed an Asset Capitalisation Policy and Procedure and prepared a 10-year capital works plan and budget based on asset condition ratings and community expectations/aspirations, across all of Council’s asset classes.  

At Council’s request, Peak also investigated Service Level Planning, provided pricing advice for standard capital works projects and interrogated information from Council’s capital expenditure reporting tool. Peak’s asset management service culminated in the preparation of Asset Management Plans for Council’s current assets and the rollout and delivery of a training program to asset management staff, for overall improvement and ongoing asset maturity.  

Peak’s comprehensive asset management service package equipped Council staff with clean asset management data, robust frameworks/structures and the know-how to undertake asset management activities within these structures at a core level.  Peak left Council with the capability and confidence to effectively sustain future asset management activities at an operational level. Council has a achieved a ‘step change’ in asset management maturity, sufficient to navigate ongoing asset management complexities in the wake of Council’s amalgamation.
