  • the Acts and Regulations that apply to the decision-making process;
  • how to evaluate and determine the range of services required by councils to help establish rates charges;
  • revenue raising and rating scenarios.

About the Trainer

David Mullins

David Mullins has an extensive background in banking and finance and has worked in various roles including private client banking.

For the last 20 years, David worked for a Queensland State Government Authority that provides lending, investment and financial advice to the Queensland State Government, its agencies and statutory bodies.

David has extensive understanding of financial governance, financial sustainability and risk management relating to Queensland local governments. David has visited each Queensland council and his on-the-ground discussions have given him a first-hand understanding of local issues faced by all councils regional, remote or coastal.
